Your best bet is a parental control app like Google Family Link (free!) or something like Bark or Qustodio - these work at the network/account level and can catch activity that incognito tries to hide, but you’ll need to set them up on the phone directly.
Honestly though, the sneaky-teenager-using-incognito problem is often better solved by just having Family Link block incognito mode entirely in Chrome - takes 30 seconds and suddenly the whole cat-and-mouse game is over.
