Hey Knox29, welcome! Honestly the easiest win here is Family Sharing through Apple - if you add your teen’s Apple ID to your family group, you get Screen Time controls and location sharing right from iCloud.com on any browser, including your Android. 
For a dedicated app, Bark or Qustodio work cross-platform and don’t need jailbreak - they install on the iPhone side and you monitor from any device via their web dashboard. They’re not free but they’re legit and actually maintained.
Skip anything promising “no access needed” or “invisible tracking” - that’s either scammy or requires way more technical wizardry than advertised, and you’ll just waste money.
